Rules Committee

Purpose

The Rules Committee shall monitor the internal actions of the Graduate Assembly to ensure that they comply with the Charter, these Bylaws, and any Memoranda of Understanding between the Graduate Assembly and other entities. It generally shall include proposing changes to the Charter, these Bylaws, and any Memoranda as well as deciding disputes regarding the Charter and these Bylaws. The Rules Committee shall conduct an annual review process of these Bylaws and all Memoranda. The Rules Committee may make recommendations to the Delegate Assembly regarding what corrective and, if necessary, disciplinary action should be taken against members of the Graduate Assembly who, without good cause, knowingly violate the Charter and these Bylaws.

December 4, 2008

The Rules Committee met and considered the resolutions referred to it. We also discussed ideas for possible future resolutions with the Environmental Sustainability Chair. Scott also had discussion with Miguel, Nish and Nima about possible restructuring of administrative staff to allow for more flexibility and effective time management for the GA President.

November 6, 2008

It was a very active month for the Rules Committee. In addition to analyzing resolutions, the committee discussed procedures for amending resolutions on the floor of the Delegate Assembly. In particular, the Rules Committee wishes to advise the Delegate Assembly that its interpretation of Section 6.4 of the GA Bylaws is that Resolutions properly noticed and referred to committee may be amended during final consideration on the floor of any noticed meeting of the Delegate Assembly. The committee discussed wording for a possible Bylaw amendment to clarify this point in the GA Bylaws. The committee also discussed standards for Action Agenda Item proposals, and wishes to advise the Delegate Assembly that its interpretation of Section 6.5 of the GA Bylaws is that Action Agenda Item Proposals must include specific measurable goals and a specific and detailed plan for achieving those goals: that is, the a description of the "action" to be taken. Finally, the committee considered various proposals for the reform of GA student group funding allocation, and several members of the committee have co-authored a resolution to address this issue. The Rules committee holds its meetings on the second Monday following each Delegate Assembly meeting, at 5:30 pm in Anthony Hall, and everyone is welcome to attend.
